Cecil was born at Narrandera on 4th December 1907 (NSW 1907/6191). The 1932 electoral roll records that Cecil was a hairdresser and he was living with his parents at Larmer Street, Narrandera. He married Myra Wadsworth at Narrandera in 1936 (NSW 1936/22680); she was born in 1919.

ALCHIN— WADSWORTH
At St. Mel's Church, Narandera, on
November 5, the wedding was celebrat-
ed quietly of Myra, daughter of Mr.
and Mrs. Edward Wadsworth, of Liver-
pool, New South Wales, with C. A.
('Riley'), youngest son of Mr. and
Mrs. George Alchin. of Larmer street,
Narandera. The Rev. Father Hartigan
performed the ceremony. Both the
bride and the bridegroom are well
known residents of Narandera, the
former having trained as a nurse at
the District Hospital, and the latter
being a native of the town. Both are
members of the Musical Society. Mr.
and Mrs. Alchin propose taking up
residence at Coonamble.
